This antique print is titled "The King of Yvetot". The engraving is by S. Regnier after a drawing by Émile-Antoine Bayard, created for an 1892 publication. The image is an illustration for the poem "Le Roi d'Yvetot" by French chansonnier Pierre-Jean de Béranger, published in 1813. The poem describes a good-natured, simple king who lived a comfortable life, free from the burdens of war and heavy taxation. 
Émile-Antoine Bayard (1837-1891): A French illustrator known for his work on literary classics, including Jules Verne's From the Earth to the Moon and Victor Hugo's Les Misérables. His portrait of Cosette from Les Misérables was adapted for the logo of the world-famous musical.
The Poem "Le Roi d'Yvetot": The poem's king is described as a monarch who "does not enlarge his states" and whose people mourn him when he dies. He is portrayed as a pleasant neighbor who made pleasure his code.
