This is an amazing and RARE find. It is from the early 1940s and made by Walco. They have made many craft kits for children, although I’ve never seen one this old. These are called Snowflake jewelry. They have a Pennsylvania Dutch Folkart look to them.
The material is hard to determine but I believe it may be a hardened clay. Their look reminds me of decorative cake sprinkles or a colorful cereal. Most of the pieces are on strands already.
The box is in rough shape. My favorite thing of all is that these beads are “harmless colors”
